This saying is usually attributed to John Heywood (1497 - 1580), an English writer and dramatist. It means that everyone, no matter how lowly or wretched their condition, occasionally comes into their own. (It should be remembered that in Heywood's day most dogs did not lead the pampered lives of today's pets.)
As in Andy Warhol's everyone will have their 'fifteen minutes of fame'
