Where does the Saying 'Black Over Will's Mums' come from and what does it mean

thought it was "black over Bill's mother's" - is it a Midlands saying?
I also know it as Bills Mothers and its usually said in context with a black stormy looking sky
My father used the expression "black over Bill's mothers" for a stormy sky. I thought it was a local expression - but I live on the south coast in Dorset - so it's probably well travelled!

I know why it is used but I was trying ti find out who was Bill and/or Will does anyone know? A lot of these old sayings come from some original Facts and I was just wondering if anyone knew the origin of this one.
