Where does that saying come from please?

I must confess I've never heard the saying used, but it might have to do with the fact that a kipper is - in a way - turned inside out. They are sometimes jokingly referred to as "Gutless two-faced b's!" (I'll leave you to complete the word.)
My point is that the head is split, so that it is 'looking' in two directions at once, as it were. This might have given rise to the idea that its head is spinning...ie making it giddy.
On the other hand, it may be no more rational than the other phrases: 'My giddy aunt' or 'Acting the giddy goat.'
