What is the meaning of 'swing' in the following sentence?

 

Ray had $50,000, and he could swing $890 a month, and he wanted desperately to own the airplane that he secretly considered to be his.

'Swing' here means to arrange or manage. Since it deals with money, it means Ray could afford the $890 a month to pay for the plane.
If someone invites you to a party but you have something else to do at that time, you might say: "I'll try to swing it so that I get there." In this case, you mean that you may be able to rearrange your activities.
While agreeing in concept with Q, I would add that Merriam-Webster's has this for swing; to influence decisively <swing a lot of votes> (2) : to bring around by influence b : to handle successfully : MANAGE <wasn't able to swing a new car on his income> <swing a deal>.  The added implication is one of a person swinging or attempting to swing an object attatched to a tether in a circular motion about ones head.  If the object is too heavy or the tether too long, the person is unable to swing it.  The word picture produced by this description aids in clarification, in my humble opinion...
