My dad use to say it, something to do with the cold weather.

I found the saying in a Staffordshire newspaper from 1995 but it was only a wee bit about local expressions submitted by readers.

Actually now I look at it again it’s 8 . Pair is 2 right so 2 pair is 4 right brace is 2 right so 2x2x2 is 8 .
