I heard someone say "I love you all the world" the other day. Does this phrase make sense to people, because it sounds odd to me?

It doesn't really make grammatical sense, no, but most people would be able to take the meaning out of it. It is the same as saying "I love you to the moon and back". Just a term of endearment.
