Wow - sorry, I think this question got overlooked somehow. Give It Up For is very much an American phrase used on radio and television to encourage an audience to applaud. It is unlikely that it will ever be attributed to any one person, but it's first recorded use was on MTV in 1990. The Oxford English Dictionary have investigated its usage and may include it in a future edition and they say the MTV incidence is definitely the first that was officially noted.
