Call a truce and make up!!!!

In fact it has been persistently hissing down here all day.

Surely its got to come ON before it can go OFF therefore making you right mata hari.
lights start in the off position before they go on, auldyin, and rain's most likely the same unless you think it was raining at the moment of creation. Both phrases are in use, both have logic on their side. Why not buy each other a drink and celebrate both of you being correct?
It's been snowing here..... jno we speak about putting lights up instead of on but we put them off still......
If it's already on then it has to be off before it can be on again.

It's good to have a healthy silly argument. I bet if one of you says "it's raining cats and dogs" the other would say "it's raining dogs and cats"
What's worse than raining cats and dogs? Hailing taxis!

that's interesting TCL; where I come from, when you put lights up it implies 'on the Christmas tree' or similar (ie, something like 'hanging them up').

Lankeela, be careful you don't step in a poodle.

definately raining on and off or as i would put it, its been raining cats and dogs.
