Is it CB (citizen band radio) jargon for "that is correct, message understood"

While this saying did lapse into popular use in the CB world it originally comes from American police shorthand for speed in their radio messages. It does indeed mean "message received and understood". 10-10 stands for over and out and there are lots of others to describe various offences and scenarios that officers would come accross.
