I know the meaning of the saying, but how did this one come about?

"If the blind lead the blind, both shall fall into the ditch." This is from the Bible, Luke Chapter 15, Verse 14.
what about "In the land of the blind, the one-eyed man is King"
In the kingdom of the blind, the one-eyed man doesn't bother to dress much
Further to the first anwer, there is a very similar verse at Matthew 15:14
In fact, the first answer cited the wrong gospel. It is Matthew, not Luke. Strange that it got a three-star rating.

Thanks for all the replies - Bert, the reason it got a 3 star rating was because it lead me to the answer. I now know the origin is biblical and thats what I was looking for - being as un-biblical as a person can be, I wouldn't have a clue about the chapters and names etc. Although I understand this is still part of the answer, the main thing I wanted was how it came about and Quizmonster's answer was sufficient. :)
