What does this mean - i guess its some kind of racist insult?

Just a guess. In the 70's (pre PC) there was a programme called "love thy neighbour" about a black couple living next door to a (him anyway) racist white couple. The white bloke referred to hin as a big big (use an "n" for the "b") and the black bloke called him a "Honky". Put "tonk" after "honky", and it sort of makes sense.
