What did Arnie mean by this (in the convenience store scene to the shopkeeper, when the shopkeeper asks him if he is going to pay for all the stuff he had taken) is this a new catch phrase in the US?

Its a short version of, talk to the hand because the face aint listening. Yes its an American term meaning that your not interested in what the person is saying.
The studio audiences on shows like Jerry Springer and Oprah tend to do it a lot !!
I'm sure it's been around for quite a while. I remember Toby Anstis mentioning it as wacky US slang back in the days of the CBBC broom cupboard.
In LA there's a version where you hold up two hands, one behind the other, and say - 'talk to the hand's agent!'
Its one of those sayings that a grandparent will say to his grandson in 50 years and the grandson will think its the lamest thing yet.
Whaaaaatever!
I like "Talk to the wrist, 'cause the face don't give a p**s" and "Talk to the elbow, 'cause you ain't worth the extension".
It's not a new catchphrase at all... it's been around for years.
