Saw this on the front page of the Guardian...and remember it from an episode of Fawlty Towers (the germans). Was Basil the first to use this particular phrase.....and if so has it been universally accepted in the U.K.

Just my opinion, but many things are said but not noted and made popular. John Cleese said it in such a manner, that made it noticed and from that it became a catch phrase.

Or rather, John Cleese and Connie Booth coined the phrase.
Whoever first said it is not important. People perceive that it was John Cleese, so he will be associated with it.
