It just means any oddly dressed woman. Perhaps Troon was seen as being "in the sticks", as Americans might put it, and her dress sense might look rather odd in Glasgow, say. 'Teenie' was probably chosen as the name to alliterate with 'Troon'. It might as well have been 'Bessie from Balloch'.
