It is 'the merry, merry month of May when birds do sing' and so on; in other words it's when men and girls go courting. So it means, I suppose the same as 'Marry in haste;repent at leisure'. That is if you marry in Spring , in May, then you can only have done so on brief experience; a whirlwind romance, which is likely to soon prove unhappy in time.
