The last time you asked this, Stella, I had a notion as to what it might be, but could not get it quite to work out and so just left it. Seeing that you're asking again, presumably no-one else came up with a good answer either, so here's my offering...13 stars in the last rebel flag of (the) American Confederacy. (The 1865 flag certainly does have 13 stars.) It was mainly the 'lr' part that I was unhappy with, as it could have been 'little red' or various other things. Anyway, there's a suggestion at least.
I can't quite figure this out but I'm confident it has something to do with the American dollar bill. The last 4 letters probably stand for "Featured On American Currency" - check this link http://www.ronscurrency.com/roner.htm for more info which might give a clue.
I was assuming that the ITLR stood for "In The Lower Right" but I'm still scouring round for a definitive answer to this...
