I think we'd need to know the context but La Serenissima means the most serene, so the implication is that something was wilder or rougher than it should have been. La Serenissima also is the name given to Venice, so my guess is that someone is referring to the waters of the lagoon/canals being choppier than usual or that the noises of the carnival made it hard to sleep. Or something like that.
