i heard this be said other day at work and was told its a london saying but i aint a clue what it means, can anyone enlighten me? thanku

'Aunt Fanny' has been used since the 1940s to express negation or disbelief, as in "He's got no more idea of how to fly a helicopter than my Aunt Fanny!"
'Kiss my...' plus another four-letter word beginning with 'a'...has also been used to dismiss some person or suggestion for rather longer...about 250 years longer to be precise!
It would seem, therefore, that your particular phrase, Chelsea, is just a combination of these two older ideas.
