daffy is correct. The phrase come from a poem by Tom Dawe where his mother goes swimming whilst pregnant with him.

the man who asked us said, The baby is in water in he mother belly. and its not on top of the water.

The answer was a DUCK EGG in side a Duck.
Ducks swim on top but they also dive for food.

By that same logic you could also answer 'Anything carried inside a submarine, including submariners' because a submarine can sail on the surface (like a duck) and it can dive below (better than a duck).
