Which language, meaning?!

On a couple of buses recently I've seen small self-adhesive posters with the words: ANDAYA orgullo kan minalabac. Any idea what it means??

Something to do with the Philippines. Andaya is a Parliamentary representative, and his area appears to include the city/town of Minalabac. "Orgullo" is Spanish for pride. However, it's also the name of a division of the Philippine infantry. "Kan" defeats every online dictionary but one, which says it means "khan". So, is he the pride of Mindalabac? Or do they think he acts like a king? Do they want him to send the military in? Or get it out? Over to you lot...
