It's a stereotypical French oath from the late 19th century literally meaning, "holy blue". It was/is used as a euphemism for sacr� Dieu ("holy God") which came at the end of the 18th century because it wasn't quite so risqu� to use in everyday speech.
Sorry to be pedantic, but the correct spelling is "sacr� bleu".
