The phrase "To sit around" implies lazing around, wasting time, being bored, having nothing better to do... that kind of thing. So to me, if someone is sitting around in the bath, I would assume that the person was bored and had nothing else to do other than have a lazy soak in the bath. Hope this helps.

Sitting around in the bath was of course a favourite occupation of Douglas Adams, which is why it's a reoccurring theme in the Hitchhiker's Guide to the Galaxy -- and why one of the main characters wears a dressing gown throughout. This may perhaps have made the phrase popular?
