I'd always assumed it was a Darwinian sideswipe....certainly the phrase was in use in the Victorian/Edwardian era as Shaw used it.....
It's from Hartlepool I think. They executed a monkey by hanging it because they thought it was a French spy acting as someones long lost uncle. Crazy I know, but true. They did hang a monkey in Hartlepool!
