Sounds to me like a humourous adaptation of the saying "opening a can of worms".

yes, Indie, it has that connotation, also that the frogs will all leap out of the box when you open it so you will really have no control of what happens next. I have also heard "as mad (crazy) as a box of frogs"

Never heard of opening a box of frogs - only 'opening a can of worms'!
