The actual saying is keep your friends close and your enemies closer. It means that you can best control your enemies be making friends of them. (I think!)

no friends close enemies closer means that you should stay close to your friends because you can trust them and like them and may need them but you need to keep a CLOSE eye on your enemies to watch what they are doing ect!
