In the game of bingo how come number 1 is kellys eye?

It can also be "Buttered Scone, At the Beginning, Little Jimmy."  Quite confusing really.  I'd like to know also

'Kelly's eye' first appeared in military slang and then moved into bingo - or, as it then was, 'Housey-Housey' - jargon for 'One' around the time of World War I. Presumably, it referred to some soldier called Kelly who had lost one of his eyes, perhaps during the war, with the result that 'one' was all he could claim in terms of eyes!

I always thought that it was a reference to Austrailian outlaw Ned Kelly, who was always depicted with an iron helmet on his head with one long eyeslit on the front.
