The only usage of this phrase I have ever known is rather a rude one, I'm afraid. A bike (bicycle) is something one can 'ride' and that verb is sometimes used with a sexual meaning. too. 'Local' suggests that is belongs to a whole neighbourhood...ie that anyone can ride it. It therefore generally means a girl who has been involved sexually with lots of men in the area...ie a lady of less than the strictest morals!
