What is the meaning of vulgarity in the following sentences?

McCarthy gained power when the Republican Party won control of the Senate in 1952. As a committee chairman, he now had a forum for his crusade. Relying on extensive press and television coverage, he continued to charge top-level officials with treachery. Playing on his tough reputation, he often used vulgarity to characterize the "vile and scurrilous" objects of his attack

It means that he played on his reputation as a tough, no-nonsense sort of guy and deliberately used earthy language at times, such as one would not expect from a Senate committee chairman.  Maybe he called his "targets" things like "Commie b---s" and things like that.

..he used crude phrases to describe crude people.

In his opinion of course - McCarthy was not a lasting and great success. There is a good book satirising him called The manchurian candidate -with two films, one with Frank Sinatra from the sixties and one just recently
