I've always heard the phrase---Out like Lottie's Eye......What is the meaning of this? And who is Lottie?

It is something that Clyde Barrow (of Bonnie and Clyde fame) said:

"I'm just going on 'til they get me, then I'm out like Lottie's eye." 

He said this to his sister as he was preparing to escape capture from the authorities that were after him. Not sure who Lottie is, hopefully someone else knows...

This could have some referance to Lotties Pub... Lotties pub was located in Chicago in the 30's it was a speak easy serving illegal alcohol.. Lotties was said have turned a "blind eye" to many of the seedy goings on at the establishment.
