A muggins is a fool or a simpleton. It is probably based on the surname of a character in a Surtees story called 'Handley Cross', published in 1843. I've never read it, but I presume that particular Muggins was a rather foolish person.

I have since had a look at 'Handley Cross' and we learn nothing about the character, Muggins, as far as I can see. Indeed, the name appears in passing just two or three times as part-owner of a grocery! Presumably, therefore, Surtees just chose it as a typical, English-sounding surname, much as Buggins is. It cannot be an elaboration of 'mug', which also nowadays means fool/simpleton, because that slang meaning of the word did not appear until AFTER the story was published.
