It is listed as a 'proverb' in a book published in the 1730s, so it must have been around for a long time before that. As a result, it is very unlikely that you will be able to tie it down to a particular individual...it's just a wise old saying. 
Pretty sure it was Benjamin Franklin (US author, statesman, inventor).  I'd look up one of his websites to make sure though.
