Tayters is just a shortened form of potatoes
Mould rhymes with cold.

mold3    ( P )  Pronunciation Key  (mld)
n.
Loose friable soil, rich in humus and fit for planting.
Chiefly British.
The earth; the ground.
The earth of the grave.
Archaic. Earth as the substance of the human body.

Sorry, should have done all of them in one.....!  Mold meaning earth, tayters in the earth/ dirt, mold = cold, etc.  Why doesn't he just say "Blimey mate it's cold today?"  And we'd all know what he meant.

It's in common usage in the rural parts of herts. As other have said, it is rhyming slang for cold
