Is this classical? I dont think the Latin is good.

Per is 'through' and can mean 'by'

arduus is steep, difficulty or efforts

(per ardua ad astra - by efforts to the stars)...

by efforts through the sea through the land.......none of my Latin translations ever made perfect sense.

I think you are mixing two mottoes of the British armed forces. Per ardua ad astra is for the Royal Air Force (through difficulties to the skies) and Per mare per terram is for the Royal Marines (By sea and by land)
