from the days of horse drawn carriages. If one held ones horses one wa either pulling back on the bit to curb their enthusiasm or standing by their side holding the reigns. Either way it is a way of calming an excited horse that wishes to get on with things.
Meaning Be patient and wait. Origin US origin - 19th century.
