Sounds like it's probably short for "Wetherspoons" who are a national chain of pubs.

Might be a cafe - 'spoon' could be an abbreviation for 'greasy spoon', a slang expression for a somewhat downmarket eating establishment.

a spoon-up is also used to refer to a fry up bought in a greasy spoon/"caf"
