It's an Australian term so is probably just a nothing statement, if your friend is Australian I owuld just give him a clip round the ear and tell him to get back in his box!
I'm wondering as 'pork chop' was a term of affection for women, if 'Carry on like a pork chop' means act like an affectionate woman, or tart or something?
I'm an Aussie so I've heard this all too often!! It basically means that you're carrying on (behaving) either hyperactively, chaotically or like a ratbag.
Obviously it is someone who is behaving in an over the top manner but pork chop?  Can't think of any rhyming slang for pork chop.
