With a twist, it was said by Christ: Mark 9:40 " For he who is not against us, is with us" That's subtly different.
General Begeaud, a French general charged with the task of taking over and controlling Algeria in the 1840s said " Those who are not with us are against us".Doubtless that was saying that the population was sharply divided into those who supported his forces and the rest, who were fighting or hostile to his forces: there were no neutrals or 'undecideds'.
Neither of the above suggests the rallying war cry of the American neo-cons.George W Bush has surely said something like that and, what's more, thought he was echoing the words of Chriat in St Mark's gospel.
