The US Democratic Party had its campaign headquarters in the Watergate building in Washington DC. The building was burgled at the behest of, or with the knowledge of, senior members of the Nixon administration and it was subsequently established that Nixon himself had been involved in the cover-up that followed. It has become a piece of journalese to dub any subsequent political conspiracy/ cover-up as something or other - gate.
