Have you got any letters placed?
The answers are famous people whose first name is that of the monarch. The number of the monarch refers to the position of a letter in the word 'England' which is added to the rest of the wordplay to give the surname of the famous person.. Your example of 31ac. indicates a famous 'James', the II is the 2nd letter in England(N) in a cage before day's end (Y). This leads to CAGNEY, the famous James.
The only one I have to get is a famous Charles -
18 A. Charles I of England brought in tax on fruit (7) -a-t-e-
