21d yes, Jackie Mason is an old-style Jewish comic and so would pronounce 'first' as 'foist'

Thanks. never heard of Jackie Mason, but I should have seen explanation for WARFARE.
i can't yet come up with the wordplay for 19a but it does look like it has to be waggery
got it - JAGGERY is unrefined sugar made from palm sap http://www.thefreedictionary.com/jaggery so get rid of [smother] the J from that
