I am struggling with 9 across, I guess it is an anagram of Cry of Lady.

15 down: Is an anagram. I think the clue reads "Maturity shown by (a d)eckhand originally guearding (hold out) at sea. "a" is part of the anagram.

14 across. Intelligence = nous. Think of large ship carrying oil.
