Have answer as BEWITCH but can't see where complain or partners comes in.

3a. Train from Waterloo heading North, crossing West End (5)
Have answer as TUTOR (another word for Train) but can't see where Waterloo (other than trains go there), heading North or crossing West End comes in.

Thank you everyone. I certainly see the BEWITCH explanation very clearly.
Can understand the TUTOR one too but the reasoning behind it is a way out. Would never have gone down the route (rout) of Napoleon's army to get the answer.
