I'm struggling with the Mail too

15 down - Concentrations of population with 18s outside (5) T?W?S. I've no doubt it is "towns" but why? 18 is "hundred".

Similarly, 22 across is Sister names stores anyone can see and I habe N?N. Why is it nun?
