One to go: 19d "Evans to speak loudly to French school" (-Y-E-) which I think is probably LYCEE but I can't see the speak loudly, so might it be HYWEL? Thanks in advance.

Thanks Baldric, that's what I thought, but why does it say "speak loudly"?
i c = i see ??? I think it is lycee but like you can't really get the speak loudly.
I think 'loudly' is a homophone indicator for 'Lee Say' but I agree it's not very good.
Lycee (Pronounced Lee say) - Say = Speak.
LEE Evans plus SAY for speak loudly equals LYCEE
