Yes bubblebub, that looks like it. I see there are a few references though to Teddy Roosevelt having said that quote, so maybe the setter was unlucky with his research!? Eg...

I've just looked it up in the Oxford Dictionary of Quotations and that says that the Truman sign is an unattributed motto.
