Sorry 18 I think refers to the solution to 18 ACROSS, which is Isle of Man, though I dont know the link with the term "house has key". The clue for 18a was (with my parsing in brackets) Article (an) follows lives (is) by top cat (leo) and top soldier (fm = field marshall), where house has keys (4,2,3)
