Stuck on last clue. 3d-Mount rotates, showing no energy for stationary part (6). ?t?t?r. Any help appreciated.

Many thanks to you both for your prompt answers. Can see that answer is an anagram of rotates without the "e". Kept thinking it was stater which doesn't relate to the clue!

it's rotat(e)s reversed (suggested by 'mount') so it's simpler than an anagram (but you get the same result)
