Thank you both. The dictionary does suggest ALCAIDE. But then what is 13a if not TALENT? I'm still bewildered.
what's the clue for 13a please (we don't all have the puzzle)

If you Google Alcalde together with Spanish fortress it will become clear.
Having Googled I hang my head in shame.Sorry Mazie.
There is a slight difference between the two...

Chambers tells us - Alcaide (Governor of Fortress)

but Polymath wants Alcalde (Magistrate)

13a is: Unit of currency featured in New Testament parable (6). The answer would seem to be TALENT.The L in talent is the letter that interlocks with alcaide/alcalde. Thanks everyone for your interest.
