I have been wondering about this. It has been posted as being a 'Cryptic' clue but you all seem to be treating it as a straight definition.

Cryptically, the best match I can provide is SKIM
treated as a double definition
Glide smoothly over = SKIM
surface = SKIM (as in a skim coat of plaster)
