It's not a great clue - it requires 'without' as a preposition to mean 'outside', and in modern usage it doesn't (Chambers and Collins both show it as 'archaic'). The adverb form is fine as a 'container' indicator, so '...art having quiet without...' would be ok. I'm not too happy about the 'with' as a link word between solution and wordplay, either...
